How do action recipients differ from members?

Recipients Action recipients have specific tasks and responsibilities that are detailed in the action directly assigned to them. Members  Members have access to view and edit the details of the action but they don’t necessarily have specific tasks assigned to them unless they are also designated as an action recipient.
